There have been significant advances in information technologies that are making the visions of the past achievable as realities for larger numbers of people throughout the world. The global growth of the Internet has been explosive. Since the invention of the web browser, the global internet backcbone has doubled every year. Now, as the Internet is maturing, the annual growth rate of international internet bandwidth is slowing, to approximately 40 percent. None the less, a 67 percent growth in International Traffic is forecast for 2003, available network bandwidth is at 10 to 30 percent of capacity globally, and the number of people with access to the internet is growing rapidly. This is a global phenomena, as evidenced by the increasing number of non-English speaking on-line population.
