Abstract
Indian Health Service published its first set of standards (TN 80-4, 12/19/80) by which IHS-funded alcoholism programs were to be evaluated in FY 1981. This report notes an application of those standards to a 50% sample of Phoenix Area IHS alcoholism programs in FY 1981. Results of standard statistical techniques note areas of deficiency through application of a one-tailed test at a .05 level of significance (z test). Further light on the design of the standards noting areas of apparent duplication was shed by a factor analysis. Implications are suggested for future revisions of the manual issuance.
