Abstract
The realization of the package of measures directed at the consecutive decrease of the negative effect of hazardous chemical and biological factors on the population and environment to the acceptable risk level stipulates the development of standard legal regulation in the field of ensuring the chemical and biological safety. For this purpose article presents substantiation and conceptual approaches to the creation of legislation in the field of the chemical and biological security of the Russian Federation within the pursued state policy. In determination of conceptual approaches, in the article there are reported: the main idea, the purpose, a subject of legal regulation, the circle of people who will be subjected to the laws, the place offuture laws in the system of current legislation, the provisions of the Constitution of the Russian Federation, the Federal backbone laws of the Russian Federation to realization of which laws are directed, there is given the general characteristic and an assessment of a condition of legal regulation in this field, results of the analysis of the information on the need for correspondence of Russian laws to provision of international treaties, concerning prohibitions of the biological and chemical weapon, safe handling with biological agents and chemicals, and also the development of uniform procedures of ensuring chemical and biological safety. The major aspect in the shaping of the legislation is the global character ofproblems of chemical and biological safety in this connection in article there is indicated the need of rapprochement of rules of law for this area with partners in economic cooperation and integration. Taking into account an orientation of future laws on the decrease in the level of the negative impact of dangerous chemical and biological factors on the population and environment, there are designated medical, social, economic and political consequences of their implementation. There are presented the proposed structure for bills: “About biological safety”, “On Chemical Safety” and “On the National collection of pathogens.

Abstract
The article contains data on monitoring the atmospheric air pollution in Moscow. Thus, the below figures are presented: beta ranges from 2.6 E-0.5 to 5.7 E-0.04 Bk/m3, airborne pollutants amount to 3-80 mkg/m3, sulfates--0.002-1.58 mkg(S)/m3, nitrates--0.05-0.75 mkg(N2)/m3 ammonium ions--0.12-1.20 mkg (N2)/m3, sulfuric dioxides--0.11-1.20 mkg (S)/m3. nitric dioxides--0.05-0.5 mlg (N2)/m3 and nitric acid--0.01-0.08 mkg (N2)/m3. The concentration of airborne pollutants exceeds the regional European level (22 mkg/m3) and that of Russia's European part (12 ... 28 mkg/m3) approximately by 1.5 times. It is noteworthy that it reaches 50 ... 70 mkg/m3 in large industrial centers of Europe. The share of sulfuric and nitric acids in the total concentration of airborne pollutants is (by weight) 13%. 0.8 g of sulfur per m2/year and 0.34 g of nitrogen per m2/year fall in the area of Sport-and-Recreation Complex No. 3 with precipitations; the average total beta-activity of atmospheric precipitations amounts to 1.2 Bk/m2 per day. An analysis of relationships between the air dustiness, the ashes samples' weight (of the air) and cuvette (precipitations) is indicative of their direct and tense correlation: the correlation coefficient between dust and ashes samples is 0.716, and between dust and ashes samples of cuvettes--0.559. At the same time, an extremely weak correlation should be pointed out between air dustiness and the total beta-activity of samples--the correlation coefficient is 0.184 (during a warm year season), as well as between dustiness and the beta-activity of cuvettes--0.346.

Abstract
Paramount problems of the development of the assessment of population health risks associated with the chemical exposure in Russia are considered on the ground of critical analysis of reports devoted to methodological issues of the risk assessment and guidelines published since 2010. Causes of the lack in progress of risk assessment are discussed. The information of executed research revealed the significant retardation number of Russian publications devoted to the evidence-based health risk assessment compare to worldwide trend. The analysis of publications according to evidence-based health risk assessment in Russia in 1998 - 2012 demonstrated methodical problems to be leading to the underestimation of the real risk to population’s health. There are demonstrated directions in the renewal of methodology and practice of hygienic standardization on the basis of the risk assessment. The comparative analysis of values of uncertainty factors (modifying factors, conversion factors) used for extrapolation and accepted in different countries and organizations was made. The system of extrapolation coefficients of DNEL (Derive No-Effect Level) is presented. The leading principles of modern toxicology and risk assessment based on strict scientific proofs are showed. Criteria of evidence-based toxicology and risk assessment are presented.Among actual problems which demand their decision there are considered: the assessment of combined action in regulatory toxicology; expansion of spheres of the application of health risk assessment methodology; the improvement ofpreparation and certification of experts in the field of health risk assessment; need of check of dispersion models and their replacement by more modern models; the improvement of exposure assessment with taking into account the international requirements; the assessment of regional exposure factors; expansion of atmospheric air monitoring in all the large cities of Russia.

Abstract
Anthropogenic acute chemical exposures have become an important socioeconomic and environmental factor on the national, regional and global level. They present an actual or potential danger to vital activity and health of large population groups and normal operation of the Biosphere and natural components. Hence a problem of prevention and elimination of acute technogenic exposures hazardous for human health has expanded beyond the medical competence and grown to a major environmental issue.

Abstract
The article presents data dynamics of adaptive immune responses of people for a long time living in adverse environmental conditions caused by pollution of the environment by industrial toxic waste. It is shown that in the process of adaptation to adverse environmental factors, changes in the immune system are in the phase fluctuations of immunological parameters that are accompanied by changes in the structure of immunodependent pathology. Most sensitive to prolonged exposure to toxic compounds are the cellular mechanisms of immune protection. Violations of the structural and quantitative and functional parameters of the link of the immune system are leading to the formation of immunopathological processes.

Abstract
To examine efficacy of the drug essliver-forte in patients with chronic intoxication by a complex of such toxicants as soluble and unsoluble compounds of uranium, lead and mercury.
The examination of bilirubin, synthesis of proteins and enzyme production by the liver, activity of free radical lipid oxidation and antioxidant defence was conducted in 42 persons (mean age 66.4 +/- 4.2 years) occupationally exposed to chemicals (compounds of uranium, lead and mercury) for 12.6 +/- 1.8 years. The patients were divided into two equal groups: patients of group 1 received standard therapy with enterosorbents, cerebral angioprotectors and alpha-tocopherol; patients of group 2 instead of alpha-tocopherol were given essliver-forte (2 capsules twice a day).
Patients of group 2 had significantly less frequent complaints for fatigue, anxiety, dyspnea, sleep disorders; improvement was observed in peripheral blood counts, in concentrations of alpha 2- and gamma-globulins, sulfhydril and catalase activity of erythrocytes; transaminase activity and intensity of saponin hemolysis went down.
Essliver-forte is effective in persons occupationally exposed to chemicals.

Abstract
Some ecologists propose in recent papers to replace the ideology of the maximum allowable concentrations (MAC) by a new biotic concept of regional environmental monitoring by the method of ecologically allowable levels (EAL). By comparing the basic provisions of MAC and EAL methodologies, by taking into account their advantages and disadvantages, the authors conclude that there is no alternative to the hygienic MAC concept. The principles of EAL substantiation have no well-grounded scientific-and-practical methodology. New concepts of the common control of environmental quality, the health status of man, animals, plants, and the microworld should be sought by using the existing regulations.

Abstract
In this article there are presented the current views on the technology for the assessment of the exposure to chemical pollutants with the use of the methodology of human biomonitoring and the main advantages of the latter are highlighted. There are presented main problems of the implementation of biomonitoring studies in Russia such as: beginning with the lack of the national system of the biomonitoring, and accomplishing with the inconsistency in the data within the country, the inability to assess the trend according to levels of exposure in the regional or national context. Due to the inconvenience of the Russian regulatory basis on human biomonitoring, there is persisted technological backwardness in terms of the delivery of the design, presentation and evaluation of research results, which results in the decline of the significance of biomonitoring for public health in the country. There is preserved a need for standardization and harmonization of methods and procedures of human biomonitoring (HBM) in Russia with international requirements. A serious concern is the lack of Russian programs on standardization of procedures and interlaboratcy comparison of results according to biomarkers of the exposure, the insufficient involvement of national laboratories in international programs of the comparison, the difficulties with the acquisition of standard samples of the compositionfor different environmental pollutants in biological tissues. The restraint ofthe development of HBM in the Russian Federation is caused by a complex of reasons. The most urgent task is the development of the national concept of the system with subsequent formation of technological, institutional and organizational framework of biomonitoring, as well as the improvement of Russian normative-methodical base.
